This boss is a drill machine similar in appearance to the drill vehicle from Thunderbirds. What makes me laugh is Robotnik's face in the window. They reused the sprite from the robot sonic battle at the end of Sonic 2.
Cherry Bomber
From a never started game in the "Bomber Jack" series. Cherry Bomber drops explosive cherries from the top of the screen from a hovering craft with a proppellor above above it that is suspiciously similar in appearance to eggmans hover craft in the sonic games.

A cowboy made of rope that lassos you. They made him distinctly gay but scrapped him after they found him way too creepy. Odd then how they kept all the other messed up character like Major Mucus for example.
